Information for workers from European Union Member States
Non-German workers from EU member states and the EEA states (Iceland, Liechtenstein and Norway) as well as Switzerland do not generally require a special permit to work in Germany.

They enjoy the unrestricted free movement of workers and can choose their workplace freely.

Notes for qualified workers from other states
The following applies to non-German workers who are not a resident of an EU or EEA member state: They can be employed in Germany if there is no German or domestic worker available to fill the post (priority test) and they are not employed at conditions which are below those of comparable domestic qualified workers. For some professions there is no priority test any more. If all requirements are met, qualified workers from non-EU or non-EEA states with a foreign university degree and also IT specialists can be admitted to the German labour market. The Aliens' Registration Office (Ausländerbüro) of the City of Oldenburg in collaboration with the Federal Employment Office (Agentur für Arbeit) is responsible for the test.

Notes for highly-qualified workers

Simplified immigration conditions normally apply for highly-qualified workers. They are already granted a permanent residence right in form of a settlement permit (Niederlassungserlaubnis) from the beginning. This gives them the necessary planning security they need to make their residence decision.

Highly-qualified workers are in particular:

  • Scientists with special expert skills
  • Lecturers or scientific assistants in an elevated position
  • Specialists and executives with special professional experience

The necessary visa application must be submitted to the German consulate responsible in the country of origin. The consulate will also be able to provide more detailed information on applying for an immigration visa for labour-related purposes.
